Notice the lack of a dedicated solo line in either of these Breitkopf items, as well as the distinctly homophonic aspects of the compositions.
These may be examples of a publisher providing solo arrangements for music that was originally written by Schubert for women's / men's voices.

The music posted on the site you mention is not entirely free, as every downloadable page is watermarked unless one signs up at an annual fee of $19.95.

My understanding of copyright is that once a composer has sold a piece to a publisher, only that publisher can grant permission for
further arrangement of that music until it becomes PD.

Apparently neither the Rondo nor the Quintet was ever published, existing only in separate manuscripts parts. The current publications of these now complete compositions are thus the first, and are accordingly subject to copyright regulations.

Each of these compositions is available in a reconstructed version: the Rondo is published by Fennica Gehrman and distributed in the U.S. by Hal Leonard, currently priced at $51.00. The quintet is published by Edition Silvertrust at $69.95 in the U.S., $84.95 in other countries.

I believe "parts" refers to the accompanying orchestra parts only. The solo piano part is usually published in a 2-piano version, with the orchestral accompaniment arranged for a second pianist.
