I don't think isozvaillancourt means that the works are actually from the Library of Congress but was using that as an example. A template could be created that could go in either the scanner field or in the miscellaneous notes. Part of the function of the template would be to include the work page ...

If you would provide the title of the piece I'll check the Catalog of Copyright Entries to make certain it wasn't renewed. If the work is in the public domain you are certainly free to make your own edition of it.

In the 1953 Catalog of Copyright Entries in see renewals for two works of his -- Masca and Nadina -- which were renewed by his widow. If the images in question are from 19th century editions of works by Chopin there are probably scores of libraries in Europe that have those same editions available--many probably online. Libraries using database rights seems to me to be just a questionable means for them to claim ownership of images of works in the public domain. I'm glad to see that the U.S. (surprisingly) doesn't honor such attempts to circumvent copyright law.

Their reproduction has the status of derivative work. At least in the United States this is definitely not so. If the scores are in the public domain there's no reason not to upload them to IMSLP. I'd suggest leaving the scanner field empty and perhaps adding a link to waltercosand.com as the source of the PDF in the miscellaneous notes field.
