I think that the original intent was to have the regional forums public. I'm tweaking permissions accordingly. Please check that you can read them now.

Daphnis is right. Messages in the outbox have not been read by the recipient yet, and they can be deleted. Messages read by the recipient get moved from the outbox to the sentbox then. Deleting a message in the sentbox has no effect, as the message has been delivered already to the recipient.
