The pipe after the city is where the no date year goes. You have to manually change this in "Edit" after uploading. The uploader right now for the year only works for definitive dates, not approximate.

Which region are you talking about? He is already PD in Canada, PD in the USA (for works published before 1923), Non-PD in the EU (because the copyight goes until the end of the calender year, meaning Janruary 1st of the following year, in 2018).
