Roy died in 1978, so this would be a copyright issue for IMSLP. You can borrow a photocopy of the MS from Bagaduce.

A quick look in Worldcat shows a number of libraries that hold copies. Perhaps you could try an interlibrary loan.

I notice that some work pages include the opus/work numbers in the Work Title field (red box, under General Information) while others do not. Those two files appear to be fine - there are ample margins on all four sides of every page and no missing information. Perhaps there is a setting in your PDF viewer that needs adjustment.
