Uploading new typesetted music

An uploader of new typesetted music has now to confirm that he has permission of the copyright owner.
This doesn´t fit in that cases, when the music is in public domain, because in such cases there is no
copyright owner, unless the typesetter makes essential own contributions to the music.
I think, this has to be improved.

It would still be put under a Creative Commons license. Some countries' laws require a bit of interpretation in this area, but it should just be put under CC as usual. Even something like a new layout qualifies for copyright in some places.
