Does anyone know of image-editing software that is specifically music-aware? By that I do not mean something OMR like PhotoScore but just a program that takes in a PDF/JPEG and outputs the same except all the scanning artifacts have been cleaned up. This could be either fully automatic or with only a little user intervention. Or do people just use a collection of music-unaware tools like Acrobat, ImageMagick, and various generic PDF tools?
Do people generally want this?

If you want to improve low resolution scans made by some libraries you can see what people use here: http://imslpforums.org/viewtopic.php?f=12&t=2163&start=15 But don't expect miracles! Higher-resolution, monochrome original scans would have been better.
