Poème Nocturne | Prosper Van Eechaute

Hi!

I would like to know if the following piece by Prosper Van Eechaute (1904-1964), Poème Nocturne for Horn and Orchestra, could be uploaded to IMSLP. I have a handwritten manuscript of the score, with no indications of copyrights for whom the copist might have been (the composer?). It was composed in 1938 and premiered in 1962. It was published in 1963 by Editions Metropolis.

Incidentally, I think there is at least one commercial recording, the only non-piano/chamber recording I'm aware of of the composer's work.
