Dover reprint in 1987 of edition by "Společnost Antonína Dvořáka, Státní Nakladatelství Krásné Literatury, Hudby a Umění, Prague" published in 1955. Is this a czech government publication and therefore public domain?

Yes it is. Dover and Kalmus both still sell reprints. It's PD in the EU as well, thanks to the maximum 30-year after publication term for urtext editions.
