Is the Dover edition of the Rose a reprint of a edition that is in public domain? If so, I will upload it along with the 40 to IMSLP.

Yes. You can safely assume any music scores published by Dover after about 1998 are public domain in the US. These Rose etudes were published in 2007. When in doubt, check the current for-sale Dover catalog. If it's currently for sale, it's free in the US.
