Debussy autograph manuscripts

Hello,

I have a question regarding the copyright status of particular an early Debussy song with text by Paul Bourget.

Musique was written in 1883 and it’s autograph manuscript is available here, and marked as public domain:

Curiously, it doesn’t seem to be freely available anywhere else, in manuscript or typeset form.

I don’t recall what the general policy is with regards to uploading content like this from other sources, and/or typesetting such sources. Any additional insight would be appreciated.
