Nicanor Abelardo - Cinderella Overture

A friend of mine tipped me off to the above-mentioned piece, and it seems as though there's no copyright renewal information for it in 1957, '58. or '59. Can we safely assume that this piece was essentially forgotten and left to fall into the public domain in the US?

Was it ever published? I cannot locate it among the U.S. copyright records and a search of worldcat turns up nothing. The 1931 manuscript that was uploaded last year was tagged as being in the public domain in the 3 copyright jurisdictions that IMSLP follows. Given the composer's death in 1934 if the work was never in fact published then it would be in the public domain in the U.S.
