I have watched from the "https://imslp.org/wiki/Help:Page_creation" that the Category page shall be automatically generated...
But for some "unique" instrumentations, Category won't just automatically generate...
Is there a way to manually create one? Or if it can't, what shall I do such that those pieces with unique instrumentation can be tagged with instrument tag properly?

The category pages used by the tagging system actually have to be manually created by an administrator. So far we've created 10160 categories for various work types and combinations of instruments, but whenever a previously unseen tag is added it has to be manually reviewed and registered on the system.
Most tags only apply to a single work (as in the example you mentioned), so they wait in a queue until an administrator has the chance to check and register them. The page you mentioned was only created on 31 August, and was pending review, but the missing category of "For voice, guitar, violin, piano" has now been registered on the system (making 10161). However, there's still quite a long backlog for our tagging team to deal with, so please bear with us...
