The title of this composition is wrong. It should be: Mazurka pour piano composée par un amateur de St Pétersbourg, S.384.
Then, the sheet music is NOT arranged by Wielhorski. The composition was an arrangement of an unknown piece of Wielhorski. So, the composer is Liszt, not Wielhorsky.

OK yes, the wording for this tripped me up a bit, it should be on Wielhorski's page I think, with Liszt as an arranger then.
