Just very curious about something. I wonder why the #91635 addition (the preface) is still pending despite it was uploaded in 2011, a decade ago.

There seems to be some uncertainty about who wrote that preface? If by Woehl, then it'll be approved in 2027 for being PD in Canada. If by Edwin Kalmus, it'll be 2040. Maybe waiting until 2027 was a short enough time to leave it pending instead of deleting it outright.
I have, on one occasion, uploaded something that was only going to be PD at the start of the next year, and the upload was left pending until then. Although I believe it's discouraged to do something like that (in my case, I messed up the maths).
