Is this Emmanuel really Marcello's work?

It is claimed to be an arrangement of a Marcello oboe concerto in D minor, by I can't find this concerto on imslp. https://imslp.org/wiki/Oboe_Concerto_in ... lessandro) has another adagio. Is this it another composer?
