In bar 66 of number 4 you have 32nd notes with contracting and then expanding beam spacing. Is this slowing down and then speeding up of the notes within the larger beats indicated underneath?

It's simply slowing down for a crotchet (4th note) and speeding up for a dotted crotchet (4th note).
