Is his arrangement of the 2nd movement (Adagio) of Ravel's Piano Concerto in G (pub. Durand 1932) for piano solo PD also?

No, the only way any thing of his squeaks through is under US law. If it's published after 1922, it's highly unlikely (in his case) to be public domain. Durand managed to renew their copyrights in the US even when the Germans were occupying France.
