Findelsen, Concerto no.2 for double bass

Greetings,
I have a work published in Germany in 1926 and the composer died in 1936. Is this still not PD in the USA even though it wasn't published here? Thanks.

Theodor Albin Findeisen. Concerto No. 2 for double bass and piano, op. 25. I posted another piece by him last week, but that was published earlier. Publisher is C.F. Schmidt.

It would seem to me that if it isn't PD in the US, then it can just be uploaded to the EU server.

Well, it isn't an 'option' in the usual sense - in other words, it's not a box you check on the upload form or something. You would follow the upload process as usual, and when it's tagged for copyright status, the file automatically gets put on the Netherlands server (if eligible, of course).
