arranging of Dover Public Domain Score

I have downloaded the Rossini William Tell Dover score, and want to rearrange it, for an score that could be commercially used.

However, I've read that the music in the dover scores is not copyright, but I did get an impression from a few things I've read that the pictures and notes in the Dover books are possibly not public domain, however, if I'm using just the music notes themselves to scan into my Photoscore software, is that ok?

So far as I know, most Dover scores are public domain, and the original source files are indicated on a page before the music starts. The Rossini (overture?) should almost certainly be public domain.
