Adding bar numbers and copyright

Sorry if this has been covered before, but I can't find a specific reference.

If a publisher re-publishes as score on which the copyright has expired, but changes or adds bar numbers to it, does this constitute enough to create copyright on the new edition?

I'm assuming it does, but...

As far as I know, adding bar numbers does not meet the "threshold of originality" requirements, so my answer would be "No".
