https://cpebach.org/ is a scholarly edition of the complete works of C P E Bach, and everything is available for download (or purchase)
Browsing the imslp at https://imslp.org/wiki/Category:Bach,_C ... pp_Emanuel, I have only found a link to the website on the composer page, but no link from the individual work pages.
I'm curious to know if this is for legal reasons, or if such links could be added (for example the first work in the list https://imslp.org/wiki/Abschied_von_mei ... p_Emanuel) could point to https://cpebach.org/toc/toc-I-8-1.html - bottom of page, 42).

Nope it cannot be added as a public domain edition because all the volumes were first published less than 25 years ago, so you would be waiting until the 2030s at the absolute earliest for the volumes to be eligible for upload here. The only other option is to get permission from the editor to upload them here and upload them under a CC license (which I think in this case most likely will not happen with the way they have the website set up but you never know.
