[FEAT] Create new section from file upload dialog

I'm uploading some parts to a work page that does not have a parts section. It would be nice if I could specify a new section during the upload, rather than having to create the section either before or after upload.

We'll add that to the list. You can already create an "Arrangements and Transcriptions" tab when uploading by using the pull-down menu, in the same way as you can create a "Synthesized/MIDI" tab for adding audio files. We can put in some of the more common tabs so users can add them upon upload: "Full Scores", Scores and Parts", "Parts", "Vocal Scores", "Arrangements and Transcriptions". Few people seem to be aware of this feature, BTW.
