[FEAT] Adding forum for upload logo PDFs request

Currently we have a forum called "Score request"

However after the logo-infected PDF FTP server becomes available, I we should have a dedicated forum for requests to upload PDFs / CDROM series when people want a score not currently available in either IMSLP or the logo FTP server, but knows which CDROM series (public domain) this work is in.

Then other contributors who own the mentioned series can upload the requested series and let others work on it.

I believe this forum should be set up now (cost negligible man-hour), don't wait for the server to be allocated. so that contributors owning the CD series can process the requested files and upload the work to IMSLP as soon as possible.
