The issue was the double quotes in the page title - they cause the upload links to break for some reason, maybe because it's interpreted as italics in wikitext. It's generally recommended to stick with single quotes in titles, and I've moved it to be that way now.

I'm having a similar problem getting a Sibley file mirrored. This is the "Bourrée" from Roger-Ducasse's Suite française listed here: http://hdl.handle.net/1802/19007. I'm getting pURL error once I try to submit the page. What's going on here?
