There are several works by Richard Walthew (1872-1952) that include clarinet, that would be eligible for either the Canadian or US server:

Four Meditations for clarinet (or viola) and piano (Boosey & Co., 1897)
Trio in C minor for violin, clarinet (or viola) and piano (Boosey, 1897)
Suite in F for clarinet (or viola) and piano (Boosey & Co., 1899)
A Mosaic in Ten Pieces for clarinet (or viola) and piano (Boosey & Co., 1900)
Second Set of Four Meditations for clarinet (or viola) and piano (Boosey & Co., 1903)
Regret and Conversation Galante for clarinet and piano (Hawkes & Son, 1918)
Triolet for oboe, clarinet, bassoon (Boosey & Hawkes, 1934)

The following are works that only show later editions on WorldCat, so may have been taken from manuscripts where the editions of the 90s and early 2000s would be first editions, but on the other hand, there may have been early publications that WorldCat doesn't list:

Bagatelles for Clarinet and Piano
Trio in D for clarinet, horn (or cello) and piano
A Short Quintet in E-flat for clarinet and string quartet
Concerto for clarinet
A Miniature Quartet in Four Movements for flute, oboe, clarinet, bassoon

Well, it's not scanned, but the Library of Congress has a 1909 edition of the Suite in F (among other works, some too new, others not involving clarinet. The violin concertante work "caprice-impromptu" sounds interesting, btw... (but yes, I see the British Library has the 1899 one which they may copy or scan for a fee, I expect.)

(Note: Trio in C minor- one can add that it was premiered Nov.18 1896, in London. http://books.google.com/books?id=vwQtAA ... 4&lpg=PA94.)
