Allow me to phrase it another way: The only way Arvo Part's music could appear would be if either the composer or his designated representatives uploaded it themselves under a CC license. The likelihood of that happening is very small.

Let me re-phrase my response in a clearer, more definitive manner. The OP mentioned a specific piece, Fratres, and this just so happens to have been published by our good buddies, Universal Edition, who just happen to be the publishers responsible for us going off-line for about a year. Needless to say, the chances of convincing them to relinquish this piece to us is as I initially said, "none at all".

I somehow have a very hard time imagining the folks over at everyone's favorite Viennese music publisher are going to even consider the thought of something so radical as making a score widely available in that way. Not for a few decades at any rate.
