You can go ahead and make the composer page. I found he was born in 1875 but no death date. Considering the birth date he was born, he is most likely PD Canada and the work is obviously PD-USA.

We could accept that one as it was published in 1978 and is published more than 25 year old.

No the only NC licenses we can offer is if the contributor is part of a PRO group and use the PRO licensing for upload. Otherwise they must be OK changing the licensing to a free license (CC-BY-SA or free-er).
