Managing and naming the parts with multiple transposed parts

I engrave the parts for "Mondscheinmusik" from Richard Strauss' Capriccio and will submit them.
Since each wind part is only one page, I consider it is appropriate to combine the parts into one file by the instrument group (flute family, oboe family...) to avoid too much scattering or clumping. But I have a problem with the clarinets.
This work calls for five clarinets: C soprano, 2 B-flat sopranos, F basset horn and B-flat bass.
And I will give transposed parts in E-flat and B-flat for C clarinet, and A soprano, E-flat alto, B-flat bass for basset horn.
How should I divide (or combine) these parts, and give them "file descriptions"? Also, how should they be ordered in the list?

At present I have the following structure in mind (learned from https://imslp.org/wiki/Carnival_Overtur ... on%C3%ADn) ), but there may be a better way.

* Clarinet (C, also E{{flat}}, B{{flat}} trans.)
* Clarinet 1, 2 (B{{flat}})
* Basset Horn (F, also A, E{{flat}}, bass B{{flat}} trans.)
* Bass Clarinet (B{{flat}})

We already have standards on how Part files are added on here since we have such a huge amount on the site, I have been the one doing the standardization. So what I would suggest is making each woodwind instrument part its own file, avoid clumping them if possible please. So for example:

Clarinet 1 (B{{flat}})
Clarinet 2 (B{{flat}})

Add them to the site like this, one instrumental part at a time.

You can also do them in a quasi format with adding the instruments in a family of the same woodwind or brass instrument but each string instrumental part MUST be separate (all the clarinets in one file, all of the oboes in one file, etc.) if its just a selection from a larger work and not the entire opera you want to donate here.
