Work Page Request for New Upload - Charles Huerter, "Harlequin"

Hi,

I have a new short piece titled "Harlequin" by Charles Huerter that I want to upload to PML. The composer published the work in 1917, meaning it is within U.S. public domain, but not Canada's (composer died in 1974). The composer's page on the website is currently locked due to his non-pd status in Canada. I wanted to request a work page for upload onto PML and was told to do so through this forum. Would you let me know if there are any additional steps in the process -- or if you can help me from here?
