Paganini didn't write a guitar conterto, so it's probably an arrangement of one of the quartets. IMSLP has four of them, so that would be a place to start.

originally for guitar with optional violin accompaniment.
It is the 2nd movement or Romanze.
There is a score here on IMSLP.

The arrangement on Youtube was done by Wolgang Lendle.
