Copyright Status of Anthems

Hi all!
Just a general question: Is music to national anthems copyrighted or are they by default public domain? I have orchestrated the Mongolian anthem for symphonic orchestra (as an orchestration exercise) and would like to share the sheet material if anyone might be interested. The anthem was written in the 50s by two composers, the latter of which died in 1996, so technically his/their output might still be under copyright law. Do other rules apply to anthems? And if yes, where would I upload the sheet to, since there is no page?
